THERE ARE NO PEOPLE [SKILLED WORKERS]
China has declared its intent to triple its production of chips in order to support its drive to expand its use of AI. One new plant is due to open this year and two more are scheduled for next year.
The US has been trying to do the same thing as it has encouraged domestic producers such as Intel while bringing foreign producers such as Taiwan Semiconductor and Samsung to the US.
There is one fatal flaw in the US plan, and it is one that has been affecting a significant share of the business community for years. THERE ARE NO PEOPLE. Taiwan Semiconductor has already had to scale back its plans and so has Intel.
It is all well and good to promote these technologies but without trained workers these plans are doomed to delay and failure. One wonders when the powers that be recognize the desperate need to train. There are over 7 million people ostensibly seeking work in the US, but don’t qualify for the jobs on offer.

Editorial Comment: The U.S. Department of Education still exists as a cabinet-level agency and would be the organization to support vocational training to raise available skill levels.
While the Department of Education is not the lead agency, it is a key partner in the extensive federal effort to build a skilled workforce for the semiconductor industry, primarily through the CHIPS and Science Act. This effort is led by the Department of Commerce and the National Science Foundation (NSF).
The Department of Education’s role is to leverage and adapt its existing programs to help fill the semiconductor industry’s labor gap by supporting educational institutions.
